Do not stop at the Division level

Broad levels are good for shortlisting, but they are usually too wide to support a confident final selection. Move down to Class and Sub-class pages and read related titles.

Use similar-code comparisons

When two activity titles feel close, compare sibling codes and any class-level note. That is often where the real boundary becomes clear.

Keep legacy references separate

If an old internal document still shows a NIC 2008 code, treat it as a lookup clue only. Use the converter layer to reach a NIC 2025 shortlist, then verify the final code independently.
